The NTTO is part of the International Trade Administration's Industry and Analysis division within the Commerce Department, and it is designated with enhancing the international competitiveness of the U.S. travel and tourism industry and increasing U.S. travel and tourism exports. Beall is returning to the office, where he was deputy director for policy and planning from 2014 to 2019.

The position was last held by Isabel Hill, who retired in January 2022 after 18 years. Julie Heizer, deputy director, has been interim director since then.

Prior to his first stint at the NTTTO, Beall held several other positions in the International Trade Administration, including senior advisor to the deputy director general of the U.S. and Foreign Commercial Service and senior international trade specialist in the Office of the Deputy Undersecretary for International Trade.

He also worked on Capitol Hill as a legislative fellow in the U.S. Senate focused on travel and tourism policy issues and as an analyst at the U.S. Federal Trade Commission.

Congress in December approved the creation of an assistant secretary of travel and tourism within Commerce, but the office has yet to be funded.
